The Climate Brief is graded as a sequence of 10 components, each tied to a rubric strand and each due on a specific block. You get feedback and a locked strand mark on each component when it's due, not all at the end. By the time you arrive at the Block 12 Policy Panel, K/U and T/T are mostly already marked; only the Communication-strand components (final assembled Brief + 4-min pitch + Q&A responses) get scored on the day itself.
Each strand band (1-2 / 3-4 / 5-6 / 7-8) is given on each component as it locks. Your overall K/U / T/T / C marks for the unit are the holistic combination of those per-component bands. Ms. Jayanthi/Mr. Ignash logs the bands in Google Classroom's rubric; you see your running progression there.

What "locks" means. When a component is due, you submit it, Ms. Jayanthi/Mr. Ignash gives feedback and assigns the strand band for that component. The band is locked: that component doesn't re-mark. Feedback from earlier components carries forward into later ones (you learn from it), but the per-component bands don't change retroactively. This is why each due-date matters: the band you get on the Block 9 Recommendations is part of your overall T/T mark, full stop. There's no "revise it all at the end" pass.
What this is
You will write a 4-page policy brief on one Chennai-area climate-adaptation challenge for a hypothetical Greater Chennai Corporation planning audience. Same GCC audience you wrote for in the Landscape Reading, but now you're operating in policy-brief format, with abstract climate science as the evidence base and concrete adaptation recommendations as the deliverable.
The Brief is defended in a live Policy Panel: 4-minute pitch + 3-minute Q&A, with peers playing GCC officials asking cost, feasibility, equity, and science-credibility questions. Higher-stakes defense format than the U2 share-out (longer pitch, longer Q&A, sharper question categories).

Pick one. Each challenge has natural cross-references to other units in the year arc; pick a challenge you might want to carry into U5 (Hydrosphere), U6 (Biosphere + Land Use), or U7 (Energy) if it interests you.

The 5-section Brief structure
- Executive Summary (1 page or 60 sec). Headlines only: what's the challenge, what does the science say, what's your top recommendation. Government officials may read only this part. Make it count.
- Background: the climate science (~1 page). Briefly explain the underlying climate physics (greenhouse effect, projected warming, regional context) at a level appropriate for the GCC audience. Cite IPCC.
- Evidence + Projected Impacts for Chennai (~1.5 pages). What's happening now? What's projected over 20 years, 50 years? Where are the uncertainties? Use IPCC + local data + GCC Climate Action Plan.
- Recommendations (~0.5 page). 3-5 specific, evidence-anchored, actionable recommendations. Each one: what to do, why, rough cost or feasibility, equity implications. Avoid "raise awareness"; name specific actions the Corporation can take.
- Sources. Cite everything. Consistent format. End of document.

What you'll be scored on
The Chennai Climate Brief does triple duty: it assesses unit content (climate physics, IPCC science, regional projections, adaptation/mitigation distinction), it exercises OPVL on IPCC + government + AI sources, and it sharpens the policy-audience writing the year-arc has been building toward.
Rolling-summative reminder. The K/U / T/T / C bands below describe the overall strand verdict. Under this unit's rolling-summative pattern, you get a band on each component as it locks (see the component due-date table above). The holistic strand mark at the end is the combination of those per-component bands: strong components lift the holistic verdict, weak components pull it down, and there's no end-of-unit re-mark of components that already locked. Ms. Jayanthi/Mr. Ignash's running rubric in Google Classroom is where you see this strand-by-strand as the unit progresses.
- T/T, Recommendations (Component 2, locks Block 9). If your 3-5 recommendations are vague ("raise awareness," "more research," "protect the environment") or unsupported by your brief's own evidence, that is what the lower T/T-recommendations band describes, and that band is part of your overall T/T mark. No strand is capped. Other strong T/T components (Evidence + Impacts, OPVL) can lift the holistic verdict, but they can't substitute for generic recommendations. Specific, actionable, evidence-anchored is the move.
- K/U, AI Documentation log (Component 6, locks Block 11). Same as U0 / U1 / U2. If you used AI and the log is missing or trivial by Block 11, the K/U-AI-Doc band scores 1-2 Limited (the work isn't there to evaluate). Other K/U components (feedback diagram, Background) can lift the holistic K/U verdict, but the missing component still pulls it down. The documentation is the work, not an add-on.
- C, Policy voice (Components 7–9, lock Block 12). Same trap as U2: strong technical content delivered in academic-paper voice (not adapted to the GCC audience) sits the C components in the middle bands. Same content, different presentation. Audience awareness is the C skill we're building.
Rubric: K/U / T/T / C across 4 bands
K/U: Knowledge & Understanding
The student recalls facts, terms and definitions while also explaining concepts, ideas, processes, themes. The student learns and performs skills related to their studies.
- 7-8 (Exemplary): Exemplary knowledge of climate science. Energy balance, greenhouse effect, carbon cycle correctly applied. IPCC findings accurately characterized with correct interpretation of scenarios, confidence levels, uncertainty ranges. Discipline vocabulary used precisely. Chennai context accurately described.
- 5-6 (Proficient): Proficient knowledge. Most concepts correctly applied; minor errors. Chennai context mostly accurate.
- 3-4 (Developing): Some knowledge with gaps. Concepts applied but with errors. Vocabulary inconsistent. Chennai context superficial.
- 1-2 (Limited): Little knowledge. Concepts misapplied or absent. No Chennai-specific context.
T/T: Thinking & Transfer
The student plans for learning by formulating questions, generating ideas, researching. The student thinks critically. The student applies knowledge to unfamiliar contexts.
- 7-8 (Exemplary): Highly effective translation of climate science into adaptation reasoning. Recommendations evidence-anchored, specific, actionable; address cost, feasibility, and equity. - 5-6 (Proficient): Proficient adaptation reasoning. Recommendations reasonable, most evidence-anchored. OPVL applied but Limitations may be general. Projected impacts present but may overstate certainty.

C: Communication
The student expresses and organizes ideas in multiple forms. The student adapts communication to different audiences. The student uses conventions, terminology and vocabulary relevant to the discipline.
- 7-8 (Exemplary): Genuine policy voice: concise, audience-appropriate, action-oriented. Executive Summary stands alone. Vocabulary precise but explained where needed. Citations clean. Policy Panel Q&A confident, substantive, specific. AI Documentation clearly written.

Reporting format. Each strand is reported as its own band score (e.g., "K/U 7, T/T 6, C 7"). Not summed. The triplet IS the grade.

If you use the Climate Modeler, the Policy Aide, the Source Evaluator, the Skeptic, or any other AI tool while working on this Brief, the AI Documentation Template is required. Same rules as the last three units. The K/U cap at 3-4 for missing or trivial AI Doc is enforced.
