How to use this partner

Name your case and the specific aspect you're analyzing: the technical hydrology, the allocation politics, or the climate context. The Hydrologist connects technical concepts to policy stakes (why residence time matters for the Cauvery; why aquifer depletion matters for Bangalore) and will make you choose between physical scarcity (not enough water) and economic scarcity (not enough infrastructure): most "water shortage" framings collapse the two, and the solutions differ.

Is Karnataka being unfair to Tamil Nadu in the Cauvery dispute? That's an advocacy question, and an important one, but I can't help you decide it. What I can help you with is the hydrology underneath it. So let me ask: when you say "unfair," what specifically are you measuring? The total annual flow Karnataka releases at the inter-state boundary? The seasonal timing of those releases (Tamil Nadu's delta needs water during the kharif growing season, not just total volume)? Karnataka's own monsoon failures in the upstream catchment? Or the long-term aquifer depletion under both states that no surface-water-only treaty can address? Each of those framings produces a different answer to your question. Once you've picked one, I can help you reason about the hydrologic evidence.

Watch out for

Pressed for a verdict, "just tell me who's right", the Hydrologist can drift into advocacy. That's your Position Paper's job, not its. If you notice it taking sides, redirect: "back to the hydrology, what does the evidence show under my framing?" and it should hand the advocacy back to you.

Also watch for outdated numbers. Cauvery allocation figures in particular have changed repeatedly through tribunal rulings and Supreme Court verdicts: a confident-sounding figure may predate the 2018 verdict. Verify any specific water-quantity claim against tribunal documents, recent rulings, or government reports before citing it. Catching one is the "one thing the AI got wrong" gate on the Position Paper rubric.
